Foreigner deported from China for stalking on the internet – unabridged & updated version

A ChinaHush reader has informed me about the story of a foreign alleged web-stalker who was recently deported from China.  While this was certainly  not the first time foreigner punished for behaving badly in China, when this article was published on Global Times, the news instantly became a piece of sensational Laowai Gossip.  Perhaps some of the forum users on the Beijinger were already familiar with the situation since supposedly the man did a lot of the stalking on the Beijinger forum and many victims were expats of the Beijinger forum users.  And the alleged stalker even had posted his response to the deportation on the forum.

Alleged web-stalker and controversial author deported – Unabridged & Updated Version

A New Zealand national, alleged to have stalked and threatened Internet forum users, and written a book that he claims to be fictional, about experiences living in Harbin, has been deported from China, police at the Exit and Entry Administration Department of Beijing Municipal Public Security Bureau confirmed last week.

Jamie Shorter, 44, was deported at the beginning of May, police said. He will be unable to re-enter the country for several years. Police stated that they were not at liberty to reveal exact details with regards to the case.

Posting online after his deportation, Shorter said that he believed he had been expelled because of "connections between people I had caused trouble to on the Internet and someone in the Public Security Bureau."

"I am quite used to dealing with cops and in the car I tried to get what I could from him. He said that all his information came from watching the Beijinger website [a local online forum] over the last 10 days," Shorter wrote.

“Actually, it felt good to leave the mainland. I had come full circle in China anyway and was ready to leave,” added Shorter in his online post.

On theBeijinger forum, used almost exclusively by expats in Beijing, users claimed Shorter had conducted a "human flesh search," stalking forum members by using the Internet to find information about them.

“He was posting my photo, and the photos of other users, together with their names and places of work, every night. He threatened violence against both me and my wife, by name,” claimed one forum user who asked to remain anonymous.

The anonymous user told the reporter that Shorter had been using the forum for at least two years, and at times had been friendly, but had only become aggressive and threatening since January.

“In the end, I wanted to report him to the online police, the ones who deal with such crimes. But on their website there is only a Chinese form, and no phone number, so in the end, I just gave up,” the user added.

Another user told the reporter that she had been so upset by the posting of her details online, and the constant threats made to her, that she had been psychologically hurt and had stopped using the website.

A spokesman for cyberpolice.cn, the website that handles internet related crime in China, told the reporter that there were no special laws aimed at protecting personal information on the Internet, but that if the concerned persons sue, those who released the information would be called to account.

“If someone threatens others, he breaks criminal law,” the official who asked not to be named said. “And the person will be publicly prosecuted no matter the concerned victims sue or not, even if they are foreigners.”

When asked about the events that are alleged to have taken place on TheBeijinger website, Michael Wester, the General Manager of True Run Media, the company that administers the website, told the reporter that the forum was designed to be an information source for English speakers in Beijing, and aimed to always follow the rules set by Chinese regulators.

"It’s unfortunate that some people who use our forum become abusive to others and fail to recognize that just because you are online, it doesn’t give you license to be disrespectful and uncivil," said Wester.

“I have no particular "strings" to pull to get anyone who uses our site in trouble, but I do not hesitate to ban those users who, in violation of the user agreement they must agree to, become abusive.”

According to information provided by TheBeijinger, when Shorter started acting aggressively, they began by simply deleting his posts. When his writings became worse, his account was banned.

Soon after, Shorter then started creating new accounts every night, so was IP banned, which led him to use a proxy server, in an attempt to avoid the bans. Under constant new usernames, Shorter would claim to know everything about those he had stalked, constantly promising users “Your downfall begins now,” and warning people to “look behind yourself whenever you go out.”

In response, according the TheBeijinger staff, moderators would stay up late most nights, deleting his posts, and banning each new account in an attempt to contain his actions.

It was only when one unidentified poster, going by the name ‘Dr, Sloppy’, uncovered Shorter’s true identity that things began to change. Providing Shorter’s real name, ‘Dr. Sloppy’ allowed other users to turn the tables, and conduct searches themselves for his details, the same way Shorter had done to them for many months.

But not everyone believed Shorter’s alleged actions were wrong. One of his friends, who gave her name only as Wang, explained to the reporter that using the forum had put a lot of pressure on him, and believed to whole affair to be “a miscarriage of justice.”

“Imagine that if you know on the Internet there are some communities are specially for attacking you, how should you feel about this? That is why he fights back. Because he is fighting lonely, he must feel helpless and want to scream,” Wang told the reporter by email.

“Maybe he did some excessive things, but it is because he got very unfair treatment. So I understand him. But maybe some posters feel threatened, and they went to the police station. I think to deport one person just because of virtual things is ridiculous,” added Wang, who has also stated online that she believes Shorter’s actions to be jokes, that have simply been misunderstood by others.

In her email, Wang also mentioned a book, written and self-published by Shorter, under the pen name Robert Black, which received heavy criticism on thebeijinger forum and several websites where the book was available for purchase. Wang, and other forum users, have questioned whether the criticism Shorter received for his work contributed to his actions against users, a claim vehemently denied.

“How can “online insults” explain what Shorter did?”, one user wrote on thebeijinger. “He called me endless times every night, contacted my place of work, wrote vile things on my work forum and generally interfered with my real life.”

“Nothing can excuse that,” the poster added.

In the book, the author writes about an English teacher in Harbin, and the experiences he has there, including several references to drug abuse and the main character and a friend taking sexual advantage of a drunk Chinese girl.

Shorter, having made the book available for purchase again, claims it has been banned in China. However, as a self published novel, Shorter provides no evidence that it was ever submitted to Chinese authorities, therefore suggesting that the novel has never been officially banned.

The story of Shorter’s deportation has also received a lot of attention around the world, especially in New Zealand.

The Northland Advocate published their own investigation on Monday, indicating that Shorter had links to the local area, based on information he had provided in his online resume, showing his home address and telephone number were based in the area.

Subsequent attempts at contacting him at the numbers provided, as well as contacting the references he had listed, proved unsuccessful, however.

Another major New Zealand newspaper, the New Zealand Herald, also featured the story, in which a Ministry of Foreign Affairs and Trade (MFAT) spokesperson “confirmed that it was aware of Shorter’s case, but said as he did not approach the New Zealand embassy in Beijing for assistance, it did not get involved,” according to the newspaper.

One thing that neither paper mentioned, however, was Shorter’s reason for coming to China. While Shorter had been admitted to the bar as a solicitor of the Supreme Court of Queensland in 2000, shortly after, according to Shorter’s CV, he gave up the profession, and moved to Harbin and began teaching English at a local university, where he met his long term girlfriend, before moving to Beijing together.

According to Shorter’s online post, that relationship ended with his deportation.

Also in that post, Shorter said that a Chinese member of staff and several other foreign teachers from one of the companies he had worked at in Beijing had also been questioned by police. He blamed those who had reported him to the police for getting his former colleagues in trouble.

The branch manager of Universal English, an English teacher agency in SOHO New Town, told the reporter that police questioned one of their staff in May because Shorter had worked there illegally, but that he had quit before the interview took place.

“When I met Jamie, he seemed very normal, very average. We only gave him a few students, and they never complained about him, so he was never any trouble,” branch manager Wang Fang told the reporter.

“But he stopped working for us at the end of April, so we really didn’t have much to tell the police. If we had know before about the things he had done, of course we wouldn’t have employed him.”

    I have been an on off user on the Beijinger for more than two years. Honestly this guy got away too easy. Slow-slicing off his feeble genitals before kicking him out would have been more fitting. That said “Robert Black” and all his other nicks isn’t the only one on that site who could use a good ass whooping. If you are reading this and is thinking it’s sad or unfair for the guy then don’t. He is the mother of all douchebags and a total waste of oxygen.

      No, but where I come from it’s “innocent until proven guilty”. Strictly speaking, I’ve never heard anything disproving the accusation that you raped and killed a girl in 1990.

      He doesn’t sound like an upstanding gentleman to me, but I’m not comfortable with the “guilty until proven innocent” logic either.

    I mean, WTF is stalking on the internet forum? you can’t F**ING Stalk on an internet forum, all you do is browse and read the topics. That is why most forums allows anonymous users to read their users comments.

    They can all fark themselves, wtf does this have to do with Google pulling out of China and China trying to bark back at Google? Sounds relating to me.

      Well before I left the site due to a change in the forum setup “Robert Black” was threatening everyone around him with a good beating, rape and even murder. Anyone following The Beijinger forum would have had a feeling that this guy was off somehow. Later on he began digging up information on his “enemies” online, posted their pictures (grabbed from other sites) and even supplied phone numbers and addresses together with comments like “Now we know where you live. If you come home late at night watch over your shoulder. Rape can be so unpleasent” or “I am going to hire some Chinese thugs to pay you a visit”. This guy is prime human garbage and I feel sad for his fellow Kiwis that they have to deal with him now.

          I dunno, foreigners doing stupid shit like this in China are usually deported to avoid diplomatic outcries, so if you think the punishment is too light, blame democracies and NGOs who think their citizens are above the all sovereign laws except theirs. I think it is rather nice of the Chinese police to let idiots off a hook second chance, even dumbasses they don’t like, like hippy protesters, or Bjork.

          I don’t see how this is very much related to the evil CPC other than the shit happened in their country.

          • I have to agree with the idea if not the tone–deporting foreigners for whatever misdeed (real or imagined) should be seen as an exceedingly light punishment and the Chinese should be lauded not castigated for doing so. The only exception to this would be the deportations of North Koreans back to North Korea. In that case, it’s an exceedingly heavy punishment, and Chinese prison or labor-reform or whatever could be seen as light by comparison.

    Apparently he befriended some users there then upon getting their phone numbers or email addresses, turned on them. The foreign community spat him out after getting fed up with the threats, especially when they became directed against children.

    When real identities, photos, places of work and mobile phones get involved, it is real life.

    When someone has your wife or daughter’s photo, stolen from a hacked facebook or email account, posts that photo and tells you they want to rape them, that’s a crime.

      • Actually, I would say that the punishment fits the crime quite well. If he had actually raped women, etc, he’d definitely be in jail right now. Deportation, it’s true, will make him a problem for Kiwis, and Kiwis can prosecute him under their own laws if he continues to misbehave. This avoids the problem of a diplomatic incident because of disagreement between two countries over forms and degrees of punishment, and it follows the general dictum that if you are an expat in a country, you are a guest there. Doing bad things in someone else’s house may not give them license to kill you, but it certainly gives them license to throw you out and let you be someone else’s problem.

    Mr Black/Mr Shorter had been up this kind of thing for a looooong time in China, using a lot of online sources to pester people and get attention for his writing, including Facebook long before it was blocked. I was first aware of this in 2007 when I crossed his path. Its not a new thing by any means so its no ‘knee-jerk reaction’ by the PSB.

    I have also taught at a school he once worked at…I was there a few years after him and gossip and stories about his antics were still in circulation…and they were remarkably like those described in his book.

    Generally (as anyone in China knows) working on an F visa is pretty much the norm for 1000s of Foreign Teachers …. and the likelihood of deportation is slim to none. Rather than a knee jerk reaction, I would suggest the PSB and/or school owners and administrators with a bit of guanxi have been aware of the problems caused by this guy for some time, and have decided he has finally outlived his usefulness, and got rid of him. The forum posts highlighted are probably NOT the reason for his exit…but at the end of the day, what was he bringing to China that the Chinese needed that made his behaviour acceptable? Not much I would say…so bye bye

      This was actually his MO on the Beijinger website too, from what I rememberl: to create “friends” to support him and stalk others. Oh, and sometimes he’d pretend to be various Chinese women and post messages to himself like “You so handsome, Jamie!”

      The old man is doing a great job of proving his guilt, I’d say.

    Reading through the comments, it looks like Jamie Shorter’s officially moved his stalking activities to this thread.

    I think he’s posted under at least four, maybe as many as six names here so far.

    His MO on thebeijinger.com was to threaten by name and, if he had them, post photos of the men he was stalking. Exactly what he appears to be doing here.

    Let’s just hope he doesn’t start in with the kiddie porn posts, which was a nightly occurrence for months at thebeijinger.

    Wow. I know this guy.

    We worked at the same school for a couple months. He got fired because he kept trying to convince the parents to let him teach the kids directly and drop the classroom lessons. He was charging something really low like 50RMB an hour, I think; we figured he must be really hard up for cash.

    The manager warned him, but he continued to hustle for lessons outside class, and got canned.

    Regarding what he’s accused of here, I’m a little surprised, although he did have a very creepy way of leering at the young Chinese teachers. Creepy enough that I remember him doing it, at least. And he’d make comments about this or that teacher, as if we wanted in on the leching.

    I’m not above a raised eyebrow or the like when a fine specimen passes by myself, but with this guy it was every single young teacher. And he’s got to be 50 if he’s a day, which made it that much more “ewww”.

    Anyway, while he was a little freaky, I didn’t think he was all that bad. Just goes to show, you never know.

What Jamie Shorter did is a crime punished by jail time in many countries. And he can still face time in jail as right now some authorities are seriously investigating the fact that he published child pornography on line. I do not think that people will be laughing if one day Jamie Sorter happens to rape and/or molest children.

    It’s not to say that the article is completely groundless and factless, but it’s a joke to portray JS as an internet stalker and not mention all the vicious abuse that was directed at him by other forum members for months and months.

    The site is infested with users who perpetually taunt others and who are aggressive and who could arguably be labeled internet stalkers.

    The only reason JS has been singled out is because he took the viciousness outside the forum. (allegedly)

    The real culprit is thebeijinger forum for allowing incessant verbal abuse on its forum.

    As well, many posters on thebeijinger are guilty of perpetually taunting and provoking Jamie Shorter.

    This story is far from being one-sided as is represented in this Global Times article.

      Well, not really. He really wasn’t a very interesting guy, unless you count his dirty old man antics as interesting.

      Oh, here’s one thing: He didn’t seem to like to go out and socialize, which was kind of odd since he was apparently so anxious to get laid. Instead, he’d stay in his room and get shitfaced. And his drink of choice, if I remember, was that godawful, really cheap baijiu that comes in the little bottles. I passed his room while it was ajar once and there must have been like 10 of those empty bottles strewn about. Not pretty.

      On top of that, there were a few glass jars that actually looked like they contained urine, believe it or not. Maybe gasoline, which isn’t any less bizarre. I don’t know, it could have been tea, but why in the hell was he hoarding glass jars of the stuff, whatever it was?

      Yeah, I guess he was pretty creepy after all.

    Beware of thebeijinger, it is full of stalkers on there. Until recently they did sanction the stalking and slander of that guy and anyone who seem to disagree with those who control things.
